First, you would decide on the niche content that you will specialize in,
and start posting a lot of good content, very often (at least 4 times a day).
Then people interested in that content will start following you.
Second, you can follow people that you're interested in, and many of them will follow you back.
Third, engage in conversations with people with many followers. Their conversations with you will be visible to their followers, and some might get interested to check out what you have to offer.
Fourth, if you're bored like you said, you probably aren't following people that have interesting content for you. Use Twitter search to find those people, and follow them. Then, it will be more interesting for you, you will get engaged in those topic discussions, and they will follow you back.
