Basically my Sister has been hacking my facebook. I know this because she has been telling me things that only a person could know if they read my conversations. I also have proof that she hacked it as it says "Last logged in...."

If i can call the police what are the most likely charges

If i am unable to call the police what can i do to stop this besides change my password?

You can change your password every few days, or report facebook.

Police will probably charge you for wasting their time.
Police have better things to do then 2 kids squabbling of seeing private messages.

Unless there was financial or personal distress - learn to protect your account better.

Hi,

In general, if your facebook account gets hacked and vital info is leaked, you can report the same to the cyber crime police or FBI, depending on the state you are residing.

The hacker can get a jail term or severe punishment depending on the severity of the crime.

In your case, well you have a doubt on your sister. So, be careful while taking the big step. Report to your parents and warn your sister. Solve it amicably.
