theres this girl that i do not like and we do not follow eachother but we always subtweet one another. I finally blocked her but because neither of us follow does that mean she can still read my tweets? she is still subtweeting me so how is she reading them? or is she signing off to read my tweets? thanks!

Even if you block someone, they can still see your tweets, as your tweets are public unless you change your privacy settings. If you block someone, they will not be able to follow you, or you follow them. They are still able to tweet you as, unlike facebook, they do not have to write on a wall, they just have to write an @ name, but you shouldn't be getting any notifications of them tweeting you. Hope this helps!

It will just keep them from being able to follow you. Plus I don't believe you will be able to see their tweets.
