Yes. The blue checkmark means that the account is "Verified" which means that Twitter has confirmed that the person is who they say they are. It's mainly used by celebrities and businesses because there are a lot of fake accounts pretending to be them.

It basically means they are verified by Twitter! So its the persons actual account...so its not a fan account, its legit!
EXAMPLE: @ThisIsLafferty is verified to be James Lafferty
EXAMPLE: @MaxTheWanted is verified to be Max George from the wanted!
