Basically, my sister commented on someone's photo. This person isn't my friend on facebook. But because my sister commented on it, I looked at what she said and viewed the photo... Will that person know I looked at their photo?

No, facebook has locked down their site pretty good, so there is no way to put in your own HTML tracking code, like people can on myspace.
So in short, no, there is no way to do that.

No, they will not know that you looked at their photo. They only know that you looked at their photos if you comment on them. Once on facebook I read that they don't have a list of people who viewed your profile/photos because that would be an invasion of privacy.
