I am doing a research on Facebook but I am having hard time figuring out what entity is responsible for facebook's policy espicially the one restricting membership to those under age of 13. Where would I look for this info?

it's the law, because facebook collects personal information, and it's illegal for them to collect personal information from anyone under 13

Facebook was created by Mark Zuckerburg. But there are many people with Mark Zuckerburg who regulate and control facebook. If you are not above 13, wait until you are.
