You can't
Emails are not necessarily geographically-based.
You MIGHT get lucky going through their email provider. If the email address is from a formal, controlled source (an office for business purposes), then you may be able to launch a complaint through them.
If you are looking at a free uncontrolled email provider (like Yahoo) then you are stuck. There is nothing you can do

If they sent you an email you can use this site to trace their relative region.

Once you know their IP you can send it through this:
http://centralops.net/co/DomainDossier.aspx
