If you're following someone on twitter and try to reply to a post of theirs, are they able to see that reply? Or do they have to follow you to be able to do so?

If they are following you then you can contact them back by sending a message on their profile page, its on the right side bar. If you want to speak to someone that is not in connection with you, then you use the @ username this is called a reply. They can check all the people that used that in tweets. If you need some more info, you can learn alot from http://tweetcustom.com They have all the twitter tools listed at one site and all celebrity accounts that maybe fun.

You can @reply to anyone. But you can only private message your followers.

you can answer by typing (@ + username of person trying to contact) and they should see that reply when they login
