I came across the same problem , it took a very long time though . Ha I just tweeted him a TON ! But you don't want to spam ! Because then he would probably get annoyed . I just tweeted , talked about his music & other things . He finally followed me (: hope it works !

He is a very busy guy. Most celebs only follow other celebs, businesses, companies, and other important fans. It is very hard for him to go and click follow to every one of his fans. Almost none of the celebs I am following are following me back, and the ones that are, have talked to me directly. There is no way that you could grab him and say, "Hey, PLEASE follow me on Twitter!"
I wish you the best of luck, and I think if you really wanted to you could make your account public if you wanted to.

You can change it on a computer, not by mobile!
Well, tweet with hashtags (like #SWAG, #BELIEVE, #BIEBERBLAST, etc....)
Also, tweet with CAPS.

he won't see your tweets to him if your account is private, so it will be impossible. Make a different account if you want to even have a CHANCE.
