Put an S after the HTTP, EG HTTPS. You would be surprised how many Blocks forget this :-)

it may be restricted. double click on restrict sign choose your facebook website and click on ok.

type in cmd: ping http://69.171.224.14(that is the ip address).
i think u got the facebook back. if it does not work, then use a proxy server. use google to find some working proxy server. Problem solved.
