I've blocked them but it still says I have the same amount of followers

Short answer: You can't. Following is not like friending, it's completely one sided and up to the user who they follow.
Long answer: The only way to force someone to stop following you is to block them. If you're going to be blocking people because you simply don't want them to follow you (as opposed to them being abusive in some way), you'd be better off setting your twitter profile to private so all follows would have to be approved.
The option is on the first page of your twitter account settings, should you wish to go this route.
