Can you follow someone on twitter privately and can you follow them privately? Just curious. Without others knowing?

You've asked the same question twice, but the answer is no. Every person will be notified once you follow him/her.
The only privacy aspect you can adjust on twitter is by protecting your tweets (displaying your tweets publicly OR reveal them only to your followers)
