If my tweets are set as private, can people who i tag with the @soandso still see the twitter message i sent them?
Help me out anyone?

No, Only people who you allow to follow you will see them.
@ mentions work by checking both the people you follow and the public feed. If you turn on privacy for your tweets they no longer will be posted out to the public feed for non followers to see.
