when i create an account on lets just say twitter is it legally mine?can some one or company say its theirs and take it from me in any way

Yes. The only way they could do that is if you haven't used your account for some time, and they would like an account on Twitter. As long as you actively use yours, you're golden.

I don't know about Twitter specifically, but on a lot of sites, the account remains the intellectual property of the website's owner. And in some cases, you lose the rights to whatever you upload/post. But it really depends on the individual site.
This is why you should read a site's privacy policy and terms of use before signing up.
