I'm not sure I understand the question, but try searching the topic you want in the Twitter search bar and reply to a tweet that suffices what you want. Also try following certain interest Twitter channels so you have access to interact with members who have similar interests as you

Yes, you can. You can use certain hash tags to reach others who are talking about the same topic, or just browsing the hash to see what people are saying on the subject.

There are many reader hashtags. I can't remember most of them, though, because I rarely participate in Twitter like I used to.

you can also use the hashtag of a specific book or author. For example #TheMagicians #LevGrossman

Or if you can say #Socrates #Plato #Philosophy #books if your tweet relates to that topic. Anyone who's browsing those tags you've used will come across your post and if you want to see what people are saying about those subjects, you can browse those hash tags by typing the hashtag into the search bar.
