They say "#justsaying" or "#not."
I Don't really understand, And if someone could tell me it would be great.

Its a hashtag. Its used mainly in twitter

It's a Twitter thing. On Twitter it's called a "hashtag" and people put it in front of their words, then it becomes a link and you can click on it, and see who else "hashtagged" the same thing and see what other people are saying about it. You wouldn't really understand it you didn't have a Twitter.
