Are you making an actual Facebook App that can integrate into a page/profile and be used for streaming content? Or are you just making a page? If it's the first, then you could charge per page within the app and any flash designs you make, plus the initial design of the app itself. A three-page flash-heavy app could easily go for a grand+ (more if you're experienced and have a nice portfolio to show potential clients). This should include some basic SEO and lite marketing.

If you're just going to make a simple page, then nothing. MAYBE a small setup fee of $50 - $80 or so, but if you charge anything more then you're an a-hole and are just ripping people off.
