I've seen #stupid and #whatever. Are these used as a summarizing statement?

The # (pound) sign is called a "hashtag". Hashtags are used by twitter community. They use it to add additional context and metadata their tweets. They are like tags on Flickr. You create a hashtag by the "#" prefix before a word within your tweet. Hashtags were developed as a means to create "Groupings" On twitter.. So it probably is something that is from twitter..
