Yes you can go to privacy settings and block the user VIA name and email

No you Cant Do That There are No Privacy settings for Pages only profiles have privacy settings

ya just block the persons or family members which have a facebook account

I don't know about a fanpage, but if you create a group you can make it a private group where only the people you invite can see it.
