Whenever I try to open twitter.com this comes up :

Really have no idea why that is happening. I don't use internet explorer much but try deleting your data/cookies to see if that will solve it. If you have firefox, use that instead of IE and see if that can solve it too.
You blacked out the file name that was downloading so that might of given us a clue to help you out.
