My brother recently set up a new wireless network with his computer and blocked Facebook, Reddit, etc. Is there any way I can remove it myself or bypass the block?

The blocking is probably done in the router. You need to log into the router to clear that. Resetting the router to factory default will work also, but your brother will see that right away.
