I've gotten a few emails from Twitter, saying that some person I don't know is following me on Twitter. Is there a way for me to block people following me on there?

you can set your twitter to private, so that you have to approve someone before they can follow you (you get a notification for follow requests)
check "protect my tweets" under "account" in "edit your profile"

Yeah, go on their profile.. click on the button next to the follow button which looks like someone's head & shoulders... and click block user...
And you could just protect your tweets (which is under settings) which means that you will have to accept people before they can see any of your tweets
