Yes.
Once you like, comment on, or whatever, someone's photo, then they will get a notification immediately, even if you unlike it or uncomment it, or even try to block the person.
I don't even know why you would want to do that, but oh well.

Yes your name will show up and also get notified but if you block then that user will not able to click on your profile link simply your profile will not be visible to him/her.
