1. I need a website to make some sort of website for free

Advertise your website on facebook, youtube, etc, so that way it gets out there. After that, the hits will come piling in

Usually a site will have tools you have to use to get your web site seen. They use tags.

You can start your own blog for free on either blogger.com or wordpress.com. There are others, but those are the most common, most used, have good editing tools, and are crawled by Google and other search engines. Not that others aren't, but why use something more obscure. Try those.

Next, start writing about whatever interests you that you think might be of use or of interest to someone else. Let's face it, people only have 24 hours in the day. They're only going to spend time reading what you write if it's useful or interesting.

Next, start a twitter account and when you blog about something, send out some tweets using hashtags in common use that are related to your article. In the tweet, include shortened URLs that link to your blog posts. Do searches of those hashtags before you use them to see if they are tags that enough others are using. People on twitter who are watching for those hashtags will start clicking links you give them to your blog. If you can get even 0.1% of people from twitter who see your tweets clicking over to your blog post, you're way ahead of the game.

But that's only to get you started. In the end, whether people come back to your blog or whether they share your link with others and your readership grows depends 100% on whether or not you have anything interesting or useful to say. If you do, you're home free. If you don't, then why bother.
