I read it and don't quite understand it. I think someone here can give me a shorter explanation of what it exactly means.

To monetization your YouTube account you will need to get your YouTube partner ship.It's basicly you can put designe on your account.Also putting adds on your videos.You will have chance to put Facebook and Twitter button on your account.Designing youtube channel that the monetization basicly.
