It means 20 items or units, the X's on Roman symbol for number each x equal 10 so if their's 3 x's then it would be 30.
Or if their doing X.X then that means their annoyed or irritated.

Everyone on twitter is referring to the band 'the xx'. Somehow that band has managed to write a song relating to every subject in the world, and that is what people mean when they write xx.
