No. Its you're choice. If you block them, the person you blocked doesn't know about it. They don't get sent an email or anything.

If you have a reason, facebook has the tool. The worse it can happens it is you getting some enemies and maybe hurting some people's feelings. Nobody wants to be blocked. So think twice before you block, who really knows the consequences? Nobody really does, it could close you some doors or maybe not, but then again, you had your reason.
