as a star trek fanatic, i have wanted to learn Klingon since i knew it could be learned, so where is it to be learned quickly and easily, but still well? (70%quality learning,30%quickness/ease of learning)

Immersion is supposed to be a good way to learn. Get Rosetta Stone Klingon.

When I was younger they used to have a Summer Camp that taught it as part of the activities. i am sure they have manuals and such online -- My younger brother is another fanatic and I remember he had a Klingon-English Dictionary.

A good way to start out is to check out the daily Klingon language podcast DaHjaj Hol by Dr. Lawrence M. Schoen (founder of the Klingon language institute). You'll find it at http://www.lawrencemschoen.com

Another tool that's on the way and that I suspect will be quite helpful is Eutotalk's interactive language learning DVD "Talk Now! Learn Klingon": http://eurotalk.com/en/store/learn/klingon/talknow/cd (use the code KG46PR when making your order prior to Sept 30 to get a 30% discount)

However, to learn the language well, you should get the following books:
"The Klingon Dictionary" by Marc Okrand (Amazon link: http://amzn.com/067174559X )
"Klingon for the Galactic Traveler" by Marc OKrand (Amazon link: http://amzn.com/0671009958 )

Marc Okrand's audio tapes "Conversational Klingon" (available digitally on iTunes and Amazon) and "Power Klingon" (harder to get hold of) are also excellent.

Once you've mastered the basics, you should try conversing with other klingonists (or jatlhwI'pu', as we call ourselves). You can try using and searching for the #tlh hashtag on Twitter, or - better yet - join the Klingon Language Institute's mailing list: http://www.kli.org/tlhIngan-Hol/
Another good place to practice is the Klingon Imperial Defense Corps' forums: http://www.klingon.org/smboard
