Absolutely not.
Joining a network doesn't even come CLOSE to the legal definition of stalking... and the fact that you two are sisters makes that just about impossible.
You should go ahead and do it, and listen in on her phone call to the police... they will laugh at her.

No the case would never fly trust me. You have just as much of a right to be on those social networks as her. If she is telling you this she is lying so dont worry about it. 0% chance of you getting arrested.
