Like Charlzile said, however you can use a tool such as Tweepi to make this easier and select more then one person at a time by holding shift click and you just put in an account that has the same interests as you, and it will bring up all of their followers.

You can actually buy followers from various websites. Most celebrities do this to increase their overall standing on twitter, to make themselves seem more popular to friends.
