A hashtag is from twitter, and it's used to organize tweets all in the same subject from different people. For some reason, people use it elsewhere, maybe because they think it looks cool, or forgot their not on twitter anymore.

The symbol # originated from twitter (http://www.twitter.com) for tagging a certain phrase. If you are on twitter and you see this you can click onto this symbol (referred to as a "Hash Tag") and see any other posts with this same tag. Just to be clear YOLO means You Only Live Once. and is used when someone does an action or says a phrase that is taken as irresponsible.
