Ok when people put like # this sign and say stole or anything what does # mean like number stole wtf

Hashtag. It comes from Twitter to label things in a group. Makes it easier to search for common trending statements. Thus it is like a label or Title
e.g. - Johnny was the only one in the room and now I can't find my wallet. #stole.
Is trying to be a cool way to outright say the statement is about theft and accusing Johnny of theft.
