Get this software called Net Nanny and there are similar softwares just like it. You can install it and make a list of websites that are "illicit" and password protected.

you could set up her own account. and download this http://www.microsoft.com/windows/windows-7/features/parental-controls.aspx and you can control her account for All sites she uses and even the times you want her to go on. it has to be downloaded in the admin account. ( change the admin password) so she doesn't go on that. i used this for my little sister Smile

Charge them money to use it.

Download and install software called IEProtect. Add Facebook to the list of password protected websites. Select passwords to access IEProtect software, access Facebook and uninstall IEProtect and you are set

If you are okay with your child using it with you monitoring it, there is a facebook app called GoGoStat Parental Guidance. What it does is monitor your child's account and notifies you of when unsafe behavior is detected on your child's account. It looks at status messages, photos, profile details, and friending actions to help you guide your teen in staying safe online. The notifications which Parental Guidance provides lets you see when potentially dangerous behavior is detected, while ignoring normal posts. This allows you to have an open and honest conversation with your child about making good choices when it comes to social networking, as well as protect them from possible dangers.

Basically, the child gets to use it so they are happy, and you can be sure nothing bad is happening with it, so they are happy. Hope this helps.

Using the software is the easiest way to do that, parental control software, web filter. You could create a account for the kids to use the computer, then block FB of their accounts while the other adults are able to use FB.
