i think new twitter no longer have this function but i can still see some people are able to use gif as their twitter avatar w/ the new twitter..anyone knows how?

Twitter no longer accepts .gif images so if you see anyone with a .gif as their profile pic, that means they uploaded it before 09/18/2012.
