Ive seen these pages where it shows your top 20 facebook stalkers and people are tagged to them, how do i do that?

If this is a Facebook app and innocent people looking at people's profiles are being labelled as "stalkers", I would think quite a few people will be closing their accounts. I'm on MySpace and I always check profiles prior to accepting or making a friend request and I would feel insulted to be labelled a "stalker"
