I have some followers on Twitter who are legitimate people (meaning they actually exist, even if I don't personally know them). But recently I've been getting some followers who have "normal" names, but they follow about 500 people, some will have 10 or 11 followers themselves, but 0 tweets. I feel like these Twitter accounts are not real people. They're not SPAM since they're not tweeting, so who are they?

Perhaps stalkers? Twitter stalkers most likely, they can get all your tweets and know a lot about your life. its suprising how much you give away. In the mean time they could have a fair good guess at passwords, where you live, when your alone, your wealth etc etc. i would delete them

With zero tweets that is weird, but some people randomly find others, and add them in hopes of those individuals following them back, or their genuine interest in you. If it gets too uncomfortable for you, you can just block them, and unless they try to tweet you they wouldn't know.
