It's a pound symbol. On Twitter, it's a hashtag.

It's an italicized tic tac toe board. Any time they use it they're challenging you to a game of Italian Tic Tac Toe. It's like normal Tic Tac Toe only you have to shout and wave your hands around the whole time.

= number, it is used as a symbol--- #10, number 10. It is also used to substitute a letter when cussing in witting along with other symbols, @#$%&*. Examples sh#t,
f*ck, @** hole, etc.

it can mean "number", but the twitter thing that you're talking about is a hashtag, which is something that tweeters use to describe the full context of a tweet without having to type the whole subject.
