theres a girl I know doesn't like me and when I try to look at her tweets every time is says error loading tweets tap to retry. does that mean she probably blocked me

First - see if you are following her.
If it shows the 'Follow' button, then click on it.
Then if it is blocked -
* If it is a phone/iPod then it'd not fan
* If it is a computer/laptop then it'd show that you have been blocked by the twitter user.
