I've heard and seen it alot and wanted to know.

Hashtags are used mainly in Tumblr and Twitter. They are the main topic of the post. For example, if you tweeted about an event that will happen in New York, say, a concert, the hashtag may look like: #NYTheScript.
Also, clicking on the hashtagged word will reveal any other Tweets or posts that has the same hashtag.
Hashtags may appear anywhere in the post/tweet.
