People still think 90s music is cool and the trends and fashions are still here. It's just the techonology party that's different.

During the 90s, there was a strong backlash against the 80s but there never was any backlash against the 90s.

Why hasn't there been much change?

But people still think 80's music is cool, as well as 70s, 60's, etc. Just like the 90s. But, as for fashion from the 90s that's still popular? Um... no one really wears shoulder pads, belly shirts or dark brown lip stick, platform shoes and baggy pants anymore. Seriously, the Spice Girls look really dated.

well I think that it is totally different, for one thing everyone is in a really big hurry nowadays, and the music is totally different it has changed almost 180 degrees, some of it has gotten better, but rap and rock were way better in the 90s at least we dont have tons of boy bands out there anymore.

In hindsight the cultural differences might become more apparent.

the influence on the culture by

A. the changes in communication:
texting
Face book
twittering
etc

B. cultural forms of revulsion (in music and in drama, literature, demonstrations) against the dominant Western political character of the first few years of the 00s

C. new cultural responses to the three global issues:
global terrorism
global economic melt down
global climate change

All of these might not seem so important now as they will when we look back on this decade.

However this answer might be using a broader interpretation of the term 'culture' than the one you were asking about
