It takes a little while.
What you DON'T want to do is follow a ton of people and see if they follow back. Begin by following a couple at a time ~ usually, people pick a celebrity or two to keep the reading interesting.
The better you choose your "following" the better your account will be. Remember to block businesses and advertisers from following you, or your "follower" base will be wrecked. If you want to allow them to follow just for shear numbers, wait until you have a couple hundred followers or more; that way, when someone checks your followers, they don't see a ton of idiotic businesses.
Check and post trending topics.

Oreo probably has a twitter... send them a twitty?? is that what it is called? Whatever your favourite sports/ interests are, add them and twit to them. Favorite bands, musicians as well.. add them and twit away.
Two days ago I twitted to Uverse telling them stuff and after that i had 5 people following me.
