You mean South Korea? Lower taxes than us and they end up with more Ph.D.s per capita and a purely defensive, powerful army of 100,000+ special ops...

The best comparison would probably be the E.U. Several independent states with individually tailored educational, medical, and social laws - working together in an economic alliance / free-trade zone (Hmm, where did this model come from anyway? Oh yeah, the U.S.A...)
