I just made a twitter account so I wanted to know how @reply works. When I make a reply do I see on the person's page or only on mine? Plus how do I know that the person received it?

The person will most always receive it. The @ reply works by notifying the user that they have a reply. If their username was john_doe, you would reply by typing something like this:

@john_doe (then enter your reply here) paranthesis are not required

Also, to find the tweet, you can go to twitter's website and click find people, search their user name or listed name, and look at their page to find the tweet.

To reply to a tweet, you can just use @username and the user will get the reply.
