The only problem is, I need to physically "create" a chemical substance for the product (or so I think). Without getting too detailed, who do I go to next? I know if I needed a custom shirt made, there are hundreds of websites, for instance. But for this idea it would be a little more involved. I would need a large quantity produced in order to market the product, and I would need to created a substance that reacted with water in certain ways.

I would suggest using Social Media and the Internet and leverage its capabilities for your marketing purposes. I will list a few suggestions below:
Internet marketing:
Blogs
Website (make sure that your website is being optimized correctly)
Email-Marketing <-- the correct way-not SPAMMING.
Social Media:
Create a Facebook page
Use location based apps like Foursquare, Gowalla, Facebook places.
