twitter as just for twits and following other people

They are similar in that they are both social media tools, but your question is similar to asking why build different models of cars since they are all made for driving. For instance let's have everyone drive a Ford instead of an Audi or a Cadillac or Volvo for example. Twitter however is used more for sending quick and brief notices and is popular with the law enforcement or politicians for informing the community of an announcement or breaking news. Facebook started out as a mostly kick-back friends and socializing type web service for young crowd but has gradually moved to include many serious uses similar to twitter. As others have said Facebook has built in plenty of tools and features eventhough chances are high twitter will also keep on making enhancements to remain competitive.
