I need to get noticed I have what it takes and What are some good ways? Anything? And does youtube really work, it worked for justin bieber.

All you have to do is market yourself. Let everyone know you're a good singer. If you want to go the youtube route, I would post as many videos of yourself singing as you can, and also posts links on facebook and twitter. Also, sing at karaoke, or any other places people will let you. You could even try busking, which is preforming on a corner to have people drop money into a hat.
Or, if you really want to be professional about it, make a demo cd and send it to an agency... but the other things sound easier...
