She stated on teen vogue's February 2012 issue that she doesn't own a twitter account. This account's new though, so it's possible she must have just recently joined.
I've read that twitter places authenticity badges to active accounts. But what if the user doesn't tweet regularly - even though the account is actually genuine, like (hopefully) in this case?

That account is a poser and fake
If she did have one it would most likely be Verified.
Even Carrie Underwood just joined twitter today and she is verified so if Elle Fanning had a twitter it would be Verified
