Only way is to get someone very famous to tweet you, or follow thousands of people and watch the followers stack up.

You have to follow all of your followers back. I do, and I get new followers all the time. You can watch your followers "stack up" (like the first person said) by tweeting tweets like this:
FOLLOW ME I FOLLOW BACK #teamfollowback #teamunfollowback #tfb #instantfollowback #followngain #follow2gain #follow4follow #f4f #fff
Those hastags help. Another thing is doing #F4F's (follow for follows) where you both follow each other. A lot of people will ask you to F4f if you tweet the tag.
If you want to cheat, you can, but you may end up being hacked several times if your followers are "up there". Use these every day around the same time:

As your status, put #followforfollow
People will follow you thinking your gonna follow back, but the thing is, you dont follow back XD
