On twitter when someone uses the symbol '#' on they tweets what does it mean e.g. #stb , #brilltimes etc.

it's a hashtag, hashtags are search able so it enables you to contribute to a Trending Topic or to gain more followers who search that hashtag and may share the same interests!

The symbol is called a hashtag, and it helps people to follow trends and particular subjects. For example, if I was to use #yahooanswers in a tweet then anyone who follows #yahooanswers can find and read the tweet.
