I have a Driving School, how can I get my Schools info to appear on the first page when people type in Driving Schools in Pa?

Improve your website content so that it makes a clear mention that it is for a driving school in Pa.
Also, might be good to add your business listing on Google Maps.
Get some back links for "Driving School Pa". It might take some time to get better positions (depending on the competition) so you might want to pay for Google Adwords (ads on top of the results of Google) first.

But that's cheating. Your other option is to play to Google's ranking algorithms by creating a content-rich website, regularly blogging and updating content that people might actually be interested in, link sharing with related businesses, and aggressively marketing via Facebook/Twitter/etc. You can do it yourself, but your best bet is to hire any one of the thousands of internet marketing companies that specialize in this stuff.
